The primary purpose of this position is: To provide MAJCOM support for a variety of information technology (IT) activities including enterprise cyber, IT and data strategy/governance management.
Duties
Assesses, defines and executes MAJCOM cyber, IT and data management strategic plans, policies, standards and processes.
Defines the ways and executes methods through which the AETC CIO can implement, manage and monitor IT governance across the MAJCOM.
Represents HQ AETC/A3/6 and the AETC CIO with a variety of installation and functional area organizations.
Develops IT policy and guidelines.

- Position is Centrally managed by the Cyberspace and Information Technology CFT and PCS will be paid.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- May be required to travel TDY as directed by management, sometimes on short notice and including overnight stays, traveling by military or commercial aircraft or by any other designated means.
- This position must be able to obtain and maintain a Secret Security Clearance.

SPECIALIZED EXPERIENCE: Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes; Applies a full range of enterprise strategy management concepts, principles, methodologies, processes. Utilization of methods, techniques, and processes to achieve corporate governance of IT. Utilization of the design and maintenance of enterprise cyberspace, IT and data management strategic plans.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of enterprise strategy management and analysis concepts, techniques, and principles to establish, plan, analyze, and measure/monitor enterprise strategy management policies, standards and processes.
2. Knowledge of ways and methods utilized to manage corporate governance of IT to enact, execute and sustain IT governing bodies and supporting processes facilitating CIO cyberspace/IT investment decisions.
3. Knowledge of enterprise cyber, IT and data management strategic planning to set direction, instruct and align, report and monitor the operations and execution of enterprise IT systems and services.
4. Ability to analyze facts and data to make sound decisions, even in uncertain situations, and understand the direct and indirect impacts of those decisions; and ability to communicate effectively, and successfully convey complex technical information to non-technical personnel, including but not limited to preparing studies, executive correspondence, statements of work, etc, and preparing/presenting briefings.
5. Skill in leading and motivating teams in a variety of situations; includes dealing effectively with individuals of varied backgrounds, and building them into a team that will work cooperatively toward goal accomplishment.
6. Ability to communicate orally and in writing to fully coordinate activities with MAJCOM or AF-level representatives to discuss/resolve concepts and other issues of common interest.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
