Duties
Serves as the Contracting Officer's Representative (COR), providing technical oversight and surveillance of multiple Service Provider's (SP) activities.
Assess service quality relative to depot operations and procedures as defined in the Letter of Obligation (LoO) or Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP).
Prepare Contract Performance Assessment Reviews (CPARS) on an annual basis as a minimum.
Develop study and analysis techniques and procedures to analyze data, develop recommendations, consolidate information, prepare accurate and responsive reports and briefings, and coordinate findings and conclusions.
Identify workload requirements, validate monthly workload accomplishments, and validate Service Provider (SP) data requirements for technical requirements with the Letter of Obligation (LoO) or Performance Work Statement (PWS).
Assist in development of procurement documents to include performance work statements, Independent Government Cost Estimates, Source Selection evaluation criteria, options, funding, delivery schedules, lead times, and reporting requirements.
Provide technical input for settlement of claims and disputes, and termination for convenience/default, reviews contracts for technical accuracy, work directives, and other ordering instruments.

Qualifications
To qualify for a Contracting Officer Representative your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
-Use data systems to include but not limited to Distribution Standard System (DSS), Management Information System (MIS) and Quality Management Systems Integration Tool (QMSIT) to monitor and validate SP performance.
- Monitor status of contractor performance.
- Perform in depth review and analysis to verify progress.
- Recommend actions to be taken to resolve contract problems and ability to meet program goals.
- Collects quantitative and qualitative data in significant areas relating it to contract operations.
- Performs invoice validation and certification, understanding various contractual vehicles (e.g., tracking costs for cost type contracts).
- Review, analyze and submit billing invoices, receipts, and other actions via Wide Area Workflow (WAWF).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: The work is primarily sedentary, although assignments regularly involve recurring standing, walking, bending, stooping, reaching, and similar activities in and around distribution facilities. Surveillance activities require substantial amount of physical activity to include performing surveillance throughout the site's facilities. This includes increased requirements for walking, standing, bending, stooping, and reaching beyond normal office environment requirements.
WORK ENVIRONMENT: Work is performed in an office-like setting involving everyday risks or discomforts which require normal safety precautions. Additionally, surveillance activities are performed in settings in which there is a regular and recurring exposure to moderate discomforts and unpleasantness such as high levels of noise, temperatures in warehouses or adverse weather conditions in open storage sites. The incumbent may be required to use protective clothing or gear (e.g., steel-toed shoes), especially when working around storage areas containing explosives, corrosives, or other hazardous material.

Substitution of education may not be used in lieu of specialized experience for this grade level.
