You will serve as a SUPERVISORY BUSINESS MANAGEMENT SPECIALIST in the Centralized Coordination Department of FLTREADCEN EAST.
Duties
You will conduct analyses and provide recommendations to customers relative to industrial and intermediate level short/mid-range execution planning.
You will identify and develop required data frameworks and enable tools necessary to support the optimization of data and business operation decisions.
You will classify and analyze data in the development of data repositories, analytical reports, visualizations, and systems aligned to the agency and customer priorities.
You will apply a data-driven, project approach to analyze customer requirements, examine business challenges, and formulate solutions.
You will anticipate issues of potential sensitivity that arise during project management and develop appropriate strategies for issue resolution and mitigation.
You will develop, formulate, and manage a program to enhance technology transfer for internal mission enhancement.
You will prepare supporting documentation, training packages, and communication strategies to ensure effective utilization by the user community.
You will prepare and provide written and oral communication to explain the basis for decisions and recommendations.
You will establish and maintain effective work relationships with individuals both internal and external to the organization.
You will create and maintain a forward leaning, aggressive and focused operational tempo for operations, analytics, and workload standards.
You will prepare, present and defend reports, presentations or written assessments providing project objectives, requirements, scope, or status updates to high ranking personnel.
You will collaborate with internal and external customers and senior leadership for the purpose of negotiating, determining, or coordinating efforts and/or changes affecting their organizational units.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading, guiding, mentoring and overseeing a complex organization by providing the people, skills, knowledge, training, processes, polices and tools necessary to produce the products and services required by the customer. 2) Fostering an atmosphere of teamwork, employee empowerment, continuous process improvement and problem prevention while maintaining a work force of well-trained, qualified and motivated employees. 3) Preparing, presenting and defending reports, presentations or written assessments providing project objectives, requirements, scope, or status updates to high ranking personnel (e.g. flag level officers, executives). 4) Apply thorough technical knowledge of aircraft systems, industrial processes, maintenance, public private partnerships, inter-service/intra-service support, support agreements, logistics and weapons systems to investigate and make final decisions impacting vast depot operations. 5) Collaborating with internal and external customers and Senior Leadership for the purpose of negotiating, determining, or coordinating efforts and/or changes affecting their organizational units. 6) Providing consistent, quality customer service to ensure successful project execution and ultimate customer satisfaction with delivered products and services. 7) Identifying, evaluating, developing and implementing innovative solutions to eliminate program obstacles and achieve program objectives. 8) Providing high-level program and project management to ensure efficient and effective planning, direction and timely execution of numerous large and complex efforts. 9) Identifying and developing required data frameworks and enabling tools necessary to support the optimization of data and business operation decisions. 10) Classifying and analyzing data in the development of data repositories, analytical reports, visualizations, and systems aligned to the agency and customer priorities. 11) Anticipating issues of potential sensitivity that arise during project management and developing appropriate strategies for issue resolution and mitigation. 12) Utilizing data visualization using Qlik Sense, Tableau, PowerBI and/or other business intelligence tools. 13) Establishing experience and providing insights to coworkers/leadership leveraging a scientific approach.
