This position is part of the Defense Human Resources Activity, Defense Human Resources Activity. Defense Human Resources Agency's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive, and provide management information, research, and analysis of human resources and other related functional area databases for the DoD.
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.
As a IT SPECIALIST (SYSANALYSIS) at the GS-2210-13 some of your typical work assignments may include:
Works on Long-range planning to establish Service Level Agreements to improving system availability, Business Continuity Disaster Recovery for Critical ALPHA Applications, service desk tickets, Personal Data Repository (PDR) database enhancements, and helping with DOD/VA EHR interoperability and upgrade enhancements.
As IT Systems Analysis Specialist, applies processes to the planning, design and implementation of new and improved information systems to meet the business requirements of customer organizations. Typical assignments include providing expert functional, technical analysis, advice, guidance, and recommendations to senior IT subject matter experts, senior executives and managers on critical IT systems analysis issues requiring new approaches, establishment of precedents or the interpretation of controversial law, regulation, or past practice, incumbent's duties may include:
Acts as a liaison to DMDC internal and external customers in gathering functional, technical requirements and use cases for systems and application development, Responsible for analyzing, developing and documenting requirements, use cases, process flows, test cases, and traceability matrices at a functional and technical level. Provides recommendations supporting decision that significantly influence important DoD IT systems analysis policies and programs. Participates in defining and maintaining business processes and programs.
Identifies and evaluates highly effective systems design methodologies and benchmarks best practices from industry and other government organizations, participates in development and testing of prototypes, evaluates test results, and recommend methods that will result in quality design and high customer satisfaction.
Participate in developing project plans; provides functional and/or technical guidance to team members; serves as primary liaison between customers, vendors, and IT management throughout the analysis, development, and implementation process. Highly analytical, with attention to detail, readability, and accuracy.
Implements higher level IT systems directives such as those resulting from laws, regulations, or Presidential directives; integrates IT systems and programs across disciplines; and defines the level of detail for plans and polices applicable to the IT systems and programs. Lead and/or support the applications development process to identify and correct weaknesses in critical parameters and variances in achieving cost, schedule, and performance goals. Investigates, evaluates, and selects tools and methods for improving productivity and quality throughout the life cycle; assesses the feasibility of adopting new IT systems design technologies within the current systems environment; and develops best practices guides for use by other IT systems specialists.
Lead and participate in multi-functional projects in systems analysis design, development, and implementation for a new system or major enhancement to an existing system; drafts project plans; identifies resource requirements; assigns tasks to project members; reports progress; ensures customer and management involvement throughout the software development process; resolves critical issues affecting the configuration of the IT infrastructure; and coordinates the demonstration of new or enhanced applications to customers and management.
Makes recommendations and decisions that significantly influence important DoD IT systems policies and programs. Analyzes and translates technical specifications into integrated applications that improve business processes. Ensures that applications are optimized for state-of-the-art

Qualifications
You may qualify at the GS 13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the 12 grade level in the Federal service as listed below:
Knowledge of software and systems functional and technical design, testing, deployment and operation and their interrelationships in order to evaluate functional and technical advancements.
Skill in applying customer business processes and operations, life cycle management concepts, configuration management and cost-benefit analysis methods in order to develop solutions for integration and interoperability issues
Skill in developing project plans and providing functional and/,
