This position is part of the Defense Human Resources Activity, Defense Human Resources Activity. The incumbent will be responsible for the organization's enterprise Information Technology goals and objectives, metrics methods and concepts used in developing policies and plans, capital planning process and in evaluating the accomplishing Information Technology goals and objectives.
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.
As a IT PROGRAM MANAGER (INFOSEC/SYSANALYSIS) at the GS-2210-15 some of your typical work assignments may include:
Serves as the Identity Credential Management (ICM) Deputy Program Director and advises the Program Director, DMDC Deputy Director, and DMDC Director on strategic plans and operations of assigned programs and services.
Represents DMDC to DoD Chief Information Officer representatives and other external stakeholders (e.g. Veterans Administration) ensuring that policy and technical directions are consistent, current, viable, and responsive to requirements of senior leadership in the Identity Credential and Access Management (ICAM) domain.
Serves as a principal advisor on PKI (Public Key Infrastructure) and ICAM architecture with emphasis on the DMDC ICM program to include multiple major systems (e.g., Real-time Automated Personnel Identification System (RAPIDS), Identity Matching Engine for Security Analysis (IMESA)) dealing with DoD program sponsors from multiple business areas (i.e. Chief Information Officer (CIO), OUSD(P&R), Defense Information Systems Agency (DISA), OUSD (Intelligence & Security), National Security Agency (NSA), Military Services) as well as strong interactions with other federal partners.
Directs, prioritizes and defends ICAM budget needs for assigned programs, ensuring the program adheres to published business processes and timelines for IT governance and planning, programming, budgeting, and execution (PPBE)
Oversees ICAM program roadmaps to ensure alignment with DoD, DHRA, and DMDC strategy (including cloud, modernization, cyber, zero trust, and data management), fiscal constraints, customer requirements and policy and legislation changes.
Monitors program execution for quality, effectiveness, and consistency, making adjustments as
required to meet mission objectives and reporting on cost, schedule, performance, and risks, to include escalating when required.
Coaches program and product managers on responsibilities to ensure effective operation of the program.
Requirements

Qualifications
You may qualify at the GS-15, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
Identity Management products/services for DISA, NSA, and DMDC including cloud, modernization, cybersecurity, zero trust and data
Establishing joint strategy for the ICAM portfolio as directed by DoDI 1000.25. Strategic leadership on emerging customer/stakeholder requirements in consultation with the DoD CIO to enable DoD-wide ICAM solutions
Program oversight activities including Planning, Programming, Budgeting, and Execution, requirements analysis, risk management, acquisition strategy, and cost benefit analysis.
