This position is part of the Defense Human Resources Activity . The Defense Human Resources Activity's (DHRA) mission is to provide program support, information management, and administrative services to the Department of Defense (DoD) Components on human resource matters and to collect, archive and provide management information, research and analysis of human resources and other related functional area databases for the DoD.

Duties

As a SUPERVISORY IT SPECIALIST (PLCYPLN) at the GS-2210-14 some of your typical work assignments may include: Develop, implement, and ensure compliance with plans, policies, standards, infrastructures that establish the framework for the management of Enterprise Data & Core Services Program applications. Providing Information Technology policy guidance to management in ensuring rigorous application of information security assurance in delivery of planning and managing policies, principles and practices. Provides methods and approaches for sharing information through the use of Information Technology performance measurement tools to help identify and resolve Information Technology workforce issues. Responsible for interpreting data from Integrated Business Framework, Data Alignment, Portal (Business Enterprise Architecture Mapping); DoD Information Technology Portfolio Repository; Select & Native Programming Data Input Systems for Information Technology; and DoD Information Technology Investment Portal; to support the mission goals and objectives. Leads a team that is responsible for the planning and execution throughout the product lifecycle, including: gathering, prioritizing customer requirements, assisting in defining the vision, and working closely with other internal and external stakeholders. Prepares Information Technology budgets; manages Information Technology investment portfolios in establishing metrics to measure and evaluate systems performance and total cost of ownership.

Requirements

  • The incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Develops, implements, and interprets policy regulations effectiveness in accomplishing mission requirements. Provides senior level coordination of IT policy and planning. Provides policy guidance to Information Technology management, staff, and customers to help define current and future business environments. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
