The primary purpose of this position is to serve as Deputy Chief, Cyber Strategy, Programs and Projects Division (A6F) in the Directorate of Operations and Communications at a Headquarters Air Education and Training Command (AETC) sharing with the Division Chief the full scope of responsibility for directing activities of the Division.
Duties
Works closely with the Division Chief in planning, organizing, and overseeing the activities of the Division.
Exercise of supervisory personnel management responsibilities.
Serves as the command focal point for all Cyber Strategy, Programs and Projects.
Serves as senior technical expert on matters pertaining to cyber architecture, data information technology and cyber strategies.

- Occasional overtime may be required
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Required to obtain and maintain a Secret Clearance

Qualifications

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-14 (or equivalent in other pay systems) which includes application of policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to broad cyber and information technology topics. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors; plan and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to broad cyber and information technology topics to include, but not limits to, Subordinate CIO, Risk Management Framework (RMF), Computer Systems Management, Application Development and Support, Enterprise Architecture, Data Management, Network Infrastructure, Cybersecurity, Mobile Computing, Cloud Management, IT portfolio Management, Lifecycle Management, LVC (AR/VR) Acquisitions, Program management and project Management.
Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide Command-level staff guidance in support of AETC's cyber and IT interest.
Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
Ability to analyze, plan and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
Ability to communicate, both verbally and in writing, clearly, concisely, and with technical accuracy.
Knowledge of safety and security regulations, practices, and procedueres. Demonstrated experience in strategic planning for comprehensive and Command-wide IT programs and projects.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
