You will serve as a Supervisory Program Analyst in the Directorate Maritime Operations (N04), Force Assessment and Certification, Department (N04A), Surface and Aviation Assessment & Certification Division (N04A2), Military Sealift Command (MSC), Military Sealift Command (MSC). Duties

You will Lead, manage, and directly supervise, a division of 5 civilian government employees (GS-13/12s) and who manage the MSC’s afloat assessment efforts, including scheduling and conduct of surface and aviation. You will manage and oversee the conduct of surface and aviation assessments including damage control, seamanship, navigation, tactical readiness for operations in contested maritime environment. You will assist in the development of policy and requirements on all surface and aviation assessments and coordinate MSC positions with appropriate naval, interagency, and civilian entities. You will perform planning tasks to include reviewing ship class plans, ship certification alterations and tech manuals to ensure assessment and qualification standards are correct and recommendations are accurate.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Travel may be less than 25%.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position may require overtime, irregular and weekend work.
  • This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

Qualifications

In order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position such as: Expert experience assessing an organization's compliance with established standards and experience assessing surface ships in areas such as aviation, force protection, tactical readiness, and damage control. Experience directing, planning, supervising, and coordinating the administrative work efforts of subordinates engaged in fleet-wide (agency-wide) assessment and qualifications of surface and aviation readiness for ships. Experience with world-wide logistics, strategic sealift, and special mission support, directing the surface and aviation assessments and qualification processes to ensure crews are trained to meet Required Operation Capabilities (ROC) of surface and aviation readiness for ships. Experience developing and maintaining policy modifications for Training and Readiness Manuals, Aviation Readiness Manuals, and other requirement policies and decisions, risks and impacts of a Readiness program. Experience in managing, leading and supervising subordinate personnel both in person and in a telework/remote work environment.
