About the Position: Serves as a Supervisory Instructional Specialist and primary educator in the area of quality assurance/evaluation and methodology for the U.S. Army Aviation Center of Excellence (USAACE) and its functional areas located in Fort Novosel, Alabama.
Duties
Directs and supervises a team composed of civilian, military, and contractor personnel.
Identifies training needs and initiates appropriate actions.
Serves as a key advisor across center/school functions and provides assistance in the development of training.
Plans, programs, and conducts innovative internal and external evaluations of center.
Uses professional knowledge of Analysis, Design, Development, Implementation, and Evaluation (ADDIE) processes and evaluation concepts to evaluate development of training strategies, training courses, materials, and products.
Prepares and provides briefs and/or papers to explain, market, and justify evaluation strategies and results to internal and external agencies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain Secret background investigation.
- Must be willing to travel on short notice for extended periods of time worldwide.
- Supervisory probation is required for 1 year.

Individual Occupational Requirements
Basic Education Requirement: A Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
Specialized Experience: One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes administering, advising on, designing, developing, or providing educational or training services in an adult formal education or adult training program; assessing or evaluating training products, programs, or services for effectiveness.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-12.
