About the Position: Serve as Chief, Quality Assurance Office, U.S. Army Aviation Center of Excellence (USAACE) with responsibility and authority to conduct liaison with U.S. Army Centers and Schools; Training and Doctrine Command (TRADOC), Army Mobility Command (AMC), Department of the Army (DA), Department of Defense (DOD), and civilian agencies on all matters pertaining to quality assurance program requirements, plans and services. This position is located at Fort Novosel, Alabama.

Duties

Plan long-range work and budget planning; direct, review, integrate, coordinate, and establish policy for the Quality Assurance Program. Develop and present briefings to management and VIP visitors, participates in discussions and conferences representing USAAE. Research, analyze, develop, and prepare documents and reports regarding training development, implementation, product efficiency and effectiveness. Ensures latest changes in military doctrine, organization, and procedures are incorporated. Oversight evaluation of needs analysis, conduct or verify instructor evaluations, verify effective product validations, Distance Learning Program implementation, and training development/management automation systems. Use Systems Approach to Training (SAT) and evaluation concepts to evaluate development of training strategies, training courses, materials, and products. Coordinate and evaluate the validation of training products/materials. Ensure training and training products are performance based and current, designed based on approved critical tasks, and train students to perform to task performance standards. Ensure safety, risk assessments, and environmental considerations are incorporated in training/training products and followed during training implementation. Conduct proponent self-assessments in accordance with HQ TRADOC-provided accreditation guidelines. Accompanies and assist IET and/or Leader Development Accreditation teams in accrediting IET/Leader Development training at other proponent schools. Perform personnel administration and management tasks.

  • This position requires to obtain and maintain a Secret clearance.
  • This position requires that the employee occasionally travel away from the normal duty station up to 5% of the time.

Basic Requirement for Supervisory Instructional Systems Specialists: (NOTE: You MUST attach a copy of your transcript with your application.) Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: evaluating military education and training programs for effectiveness, conducting course curriculum analysis, developing or revising course material and advising on doctrinal and education information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
