About the Position: Serves as Director, Quality Assurance Office, a Special Staff in the United States Army Warrant Officer Career College (USAWOCC) headquarters. Determines overall quality assurance program requirements, plans, and services.

Duties

Develop training materials and evaluation for professional military education using the Systems Approach to Training process and methods. Use the Systems Approach to Training to support the conduct of training and education development activities. Monitor the quality of program services to ensure compliance with instructional standards. Conduct proponent self-assessments in accordance with provided accreditation guidelines. Advise faculty and other members of curriculum design team on educational methods of test and assessment design and construction. Supervises Quality Assurance Office (QAO) personnel. Reviews and approves performance standards, renders performance appraisals. Initiates personnel actions and resolves complaints and grievances. This position is designated a code-4 Civil Service Reform Act (CSRA) Supervisor: Position meets the definition of Supervisor in 5 U.S.C. 7103(a)(10) but does not meet the minimum requirements for application of the General Schedule Supervisory Guide (25% supervisory work).

Requirements

  • Must be able to obtain and maintain a Secret Security Clearance.
  • Must be able to occasionally travel 25% Temporary Duty (TDY).

Specialized Experience: One year of specialized experience which includes: 1.) providing authoritative guidance in training quality assurance/training evaluation; 2.) use knowledge in training management to plan, program, and conduct internal and external evaluations to meet training needs; 3.) performing training program accreditation analysis; and 4.) developing training implementation and integration solutions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Basic Qualification/Education Requirement: In addition to meeting the Specialized Experience above, to qualify for this position, you must meet the Basic Educational Requirement below: A Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. (or) (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Some Federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet both the basic education requirement and specialized experience requirement. There is NO substitution of education for experience.
