Duties
You will serve as an ADMINISTRATIVE OFFICER in the ADMINISTRATION DEPARTMENT of the NAVY MARINE CORPS SPECTRUM CENTER located in FT MEADE, MD.
You will serve as the Contracting Officer Representative (COR) responsible for providing a comprehensive oversight and management of all activities pertaining to contracts, purchase orders, delivery orders, and interagency agreements.
You will serve as the Budget Officer responsible for budget formulation, budget execution, funds administration, managerial accounting, program analysis, and performance measurement.
You will serve as the Administrative Personnel Liaison responsible for all civilian program areas such as processing personnel actions, overseeing performance program and employee relations.
You will oversee all travel functions within the command, including managing traveler profile information, appointment orders, and travel approvals.
You will serve as the Primary Security Manager responsible for implementing, managing, and overseeing the organization's security protocols, procedures, and
measures.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to obtain and maintain an interim and/or final Top Secret SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a U.S. Passport.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying a wide-ranging knowledge of the Resource Management System, enabling the application of analytical and evaluative methods and techniques to address issues or conduct studies pertaining to the efficiency and effectiveness of program operations. Must demonstrate expertise in relevant laws, regulations, policies, and precedents that impact civilian personnel policy and procedures.
Experience applying proficiency in the OPM position classification system is required for appropriately classifying position descriptions.
Experience applying an extensive administrative background and a thorough understanding of Navy procedures, including correspondence, management, and file systems, are essential.
Experience reconciling all travel authorizations and vouchers, ensuring compliance with the Joint Travel Regulation (JTR) for reimbursements, entering and maintaining traveler account information, profiles, and trip-related lines of accounting in the Defense Travel System (DTS) is essential. Experience as a Defense Travel Administrator (DTA) is a prerequisite.
