You will serve as an ADMINISTRATIVE OFFICER in the ADMINISTRATION DEPT of NAVY MARINE CORPS SPECTRUM CENTER.

Duties

You will formulate, evaluate, and review all resource requirements, including personnel ceiling, organization alignment, staffing, contract management, budget planning and control, security management, and facility maintenance control. You will provide direction to ensure the proper day-to-day functioning of the Command in compliance with Navy doctrine and directives. You will evaluate the impact of new plans, policies, and organizational realignments as implemented by the Director. You will conduct professional management analysis services, such as manpower planning, utilization and control, organizational analysis, management research, and surveys. You will serve as the Budget Officer for the activity. You will monitor and track obligations and expenditures using various budget, resource management, or accounting and finance systems. You will be responsible for budget formulation, budget execution, funds administration, managerial accounting, program analysis, and performance measurement. You will manage contracts, purchase orders, delivery orders, and interagency agreements. You will serve as the Administrative Personnel Liaison responsible for all civilian program areas such as processing personnel actions, overseeing performance program and employee relations. You analyze mission, management objectives, and organizational goals to determine current and projected personnel needs and potential placement issues. You will collaborate and consult with Human Resources Office (HRO) representatives to ensure that correct policies and procedures are adhered to. You will provide recommendation on organizational structure and position management. You will propose ideas to management on recruitment initiatives, reassignments, realignments, promotions, and other placement actions. You will oversee all travel functions within the command, including managing traveler profile information, appointment orders, and travel approvals. You will administer the Government Credit Card Purchase and Travel Card programs. You will hold the pivotal role of Primary Contracting Officer Representative (COR) within the organization. You will shoulder the responsibility for the comprehensive oversight and management of all activities pertaining to contracts, purchase orders, delivery orders, and interagency agreements. You will vigilantly oversee contractor performance, encompassing meticulous scrutiny of deliverables, adherence to timelines, and the quality of work delivered. You will assume the critical role of Security Manager within the organization.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and mastery in the Department of Navy financial management policies and processes. Experience formulating, evaluating, and reviewing all resource requirements, including personnel ceiling, organization alignment, staffing, contract management, budget planning and control, security management, and facility maintenance control. Experience as a Defense Travel Administrator (DTA) is a prerequisite. Experience and proficient in the OPM position classification system.
