About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th Signal Command, Chief of Staff Section, Fort Meade.
Duties
Establish, develop, and maintain effective working relationships with organizations and agencies such as, DoD, DISA, Army, NETCOM, and ARCYBER.
Represent the organization at higher levels within the organization and at conferences with HQ Army, DOD, and other agencies.
Ability to influence meetings and conferences to resolve Information Technology Support matters including management of DODIN operations and to ensure concerted action by involved parties.
Formulate and disseminates command management policy for the Commander, and provides direction, coordination, and review and analysis for 7th Signal Command (Theater) programs.
Establish policies and procedures for the effective and economical operations of command programs in planning and budget execution, manpower and force development, review and analysis, internal control, and internal and external audit.
Establish objectives, plans, forecasts, priorities of the dollar and personnel management controls, and develops review mechanisms for the resource programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain and maintain a Top Secret Clearance/SCI.
- This position is designated is Key Essential. This position cannot be vacated during a national emergency or mobilization without seriously impairing the mission.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by evaluating the effectiveness of communications policies, programs and operations; establishing plans to ensure accomplishment of command programs goals and objectives in an efficient and effective manner; providing advice, counseling, or instruction to employees on both work and administrative matters; designing and adjusting internal organizational structures to assure adequacy and uniformity of program execution; and supervising a workforce engaged in the full range of directorate programs and functions. Highly qualified experience would be demonstrated by experience exercising executive level authority. Knowledge of military and civilian human resources management, resource management, security, manpower program management, information technology management, and logistics management. Skill in written and verbal communications in order to communicate effectively at the Major Command (MACOM) or higher level.
