You will serve as a SUPPLY MANAGEMENT ANALYST in the Military Sealift Command, Directorate of Maritime Operations (DMO), Logistics Department (N4), Food Service Management Division (N43) of MILITARY SEALIFT COMMAND.
Duties
You will be responsible for reviewing MSC, DOD and Navy food service regulations and procedures to ensure compatibility of proposed procedural changes.
You will be responsible for reviewing MSC food service shipboard monthly financial records using statistical sampling methods.
You will be responsible for reviewing and recommending changes to the professional training courses, evaluating course instruction, ensuring course outlines and instructor guides are updated via IAW changes in policies and procedures.
You will be responsible for conducting the initial evaluations of the MSC Food Service Award Competition and ensuring only those food service operations that are outstanding are nominated.
You will be responsible for coordinating ship-monitoring activities with the MSC Fleet Liaison, evaluating team member for shipboard inspections, and monitoring programs as required.
You will be responsible for serving as the Technical Point of Contact in the execution of Subsistence Prime Vendor (SPV) contract(s).
You will be responsible for providing procedural guidance to customers on food stock order processing under the scope and terms of the contract.
You will be responsible for coordinating requirements with customers and liaising with Troop Support to ensure MSC Unique Items are available in the Prime Vendor Catalogs to meet the quantity and quality as required.
You will be responsible for monitoring SPV contract compliance in the areas of quality control, percentages of not-in¬ stock (NIS), responsiveness, and delivery performance.
You will be responsible for taking action to resolve discrepancies and food stock ordering and receipting disputes.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience implementing and utilizing organization and higher echelon policies and procedures relating to operational and/or component commands, and their associated responsibilities, (e.g., Department of Defense, Naval Supply System and COMSC policies and procedures.
Experience working with and/or understanding of Navy Fleet Commanders, Type Commanders, Operational Organizations, USTRANSCOM.
Experience using shipboard automated food service software systems, (e.g., Food Service Management (FSM) software system) to facilitate and/or perform use of cycle menu planning, food preparation, sanitation presentation, records management, storage equipment operation, maintenance, etc.
Experience performing endurance loading appropriate in accordance with standard and the organization's need; carrying out procurement, food service production operation, and inventory management.
Experience vetting and examining marine products and commercial vendors sufficient to recommend to the organizations, (e.g., ships), and the maintenance execution staff.
Experience performing cost analysis relating to the sale of meal sale of meal cost and reimbursable funding, (e.g., aboard CIVMAR-Manned Ships), against total manned strength to ensure funding is being returned to the appropriate class manager and program.
