You will serve as a Supply Management Officer for the COMSUBFOR.

Duties

You will manage the overall Submarine Material Operations Center (S-MOC) Supply-focused work to enhance achievement of the goals and objectives. You will Monitors policy, program planning, and program execution for the accomplishment of all supply and material related functions in support of the COMSUBFOR S-MOC mission. You will Directs, manages, oversees, and ensures the successful accomplishment of the full range of Department of the Navy (DON) and Department of Defense (DOD) supply and logistics support functions. You will provide timely and effective reporting and assessment of logistics support to shipyard project teams and supporting shops for vessels assigned by the Naval Supervising Authority (NSA) Ship List to receive maintenance, repair, and overhaul. You will enforce policy for organizations managed. You will determine program emphasis and operating guidelines, understands and communicates agency policies and priorities throughout the organization. You will ensure the efficient and effective accomplishment of supply chain and material logistics support for completing nuclear submarine maintenance, repair, and overhaul availabilities. You will ensure actions are performed in an ethical manner and in accordance with Financial Improvement and Audit Readiness (FIAR) guidelines. You will direct, identify and plan initiatives and programs to maximize material availability, accountability and production support through capturing supply system demand, improving supply chain execution, and exercising. You will facilitate major customer-driven, results-oriented quality and process improvement activities. You will ensure compliance with overall program objectives. You will ensure procedures are in place to maintain effective communication and collaboration with key personnel and directs subordinate supervisors? on actions to resolve any internal issues. You will evaluate overall performance of shipyard Material Obligation Validation (MOV) process to ensure the material outstanding file is valid. You will monitor and evaluate overall operational planning, directing, and timely procurement of raw materials, hazardous materials, and general industrial equipment required to facilitate the daily operation of industrial supply support activities. You will communicate and engage with stakeholders (NAVSEA, DLA, and NAVSUP) at the senior level.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) Experience and knowledge of Navy, Department of Defense (DOD), and Federal Government and commercial supply chain and logistics principles, policies, and procedures to serve as an expert in support of major NAVSEA Program Offices. (2) Experience and knowledge of shipyard supply program mission and functions, and how their social, political, and technological systems work and operate effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organizations. (3) Experience and knowledge of supply and material functional responsibilities, departmental policies which impact the program, broad objectives of the program, and administrative constraints (manpower, equipment availability, funding, etc.) which provide limits within, which the employee must perform. (4) Experience and knowledge of the principles, methods, or techniques for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance related to supply and material functions. (5) Experience and knowledge of decision support theories, methods, and resources for identifying, synthesizing, representing, and evaluating the important aspects of a decision situation and prescribing the recommended course of action for decision makers and other stakeholders. (6) Experience and knowledge of supply, material, and logistics methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, or predictive) used to inform decisions, actions, communications, and accountability systems. (7) Experience and knowledge of the principles and methods for evaluating supply/material/logistic programs or organizational performance using financial and nonfinancial measures, including identification of evaluation factors (for example, workload, personnel requirements), metrics, and outcomes.
