About the Position: This position is with the Defense Health Agency, Directorate of Administration, located at Tripler Army Medical Center, Honolulu Hawaii.
Duties
Serves as Military Treatment Facility advisor and liaison on the full range of personnel actions.
Assists and advises supervisors and administrators on personnel action procedures.
Initiates all recruit/fill Requests for Personnel Action (RPAs) to ensure positions are supportable.
Briefs management on status and requirements in completing personnel actions on approved requests.
Prepares a variety of reports and develops command overview of personnel actions for review and analysis purposes.
Responsible for managing all DCPS actions such as, retroactive adjustments, and a wide variety of other transactions which affect pay, leave, taxes, benefits, and other deductions.
Assists the assigned HR Assistant (Military) in performing military personnel functions.
Receives and processes evaluations and awards to ensure accuracy and procedurally correct.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the education and/or experience requirements described below. This Position is being filled at the GS-07 target GS-09 level. Duties described reflect the full performance GS-09 level. Duties will be performed in a developmental capacity under supervision. Management may select at either grade with the full performance being at the GS-09 level.
Specialized experience GS07: One year of specialized experience which includes using web databases and automated systems such as Defense Civilian Personnel Data System (DCPDS), Employee Management Processing and Recruitment System (EMPReS), AutoNOA, and Microsoft Office to maintain and organize personnel information; initiating personnel actions; and audits accuracy of documents for completeness, accuracy and regulatory compliance. This definition of specialized experience is typical of work performed at the second lower grade/level position with general experience (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resource, Healthcare Administration, Business Administration or other related field.(Note: You must attach a copy of your transcripts.)
OR
Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses;
OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.;

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
GS09 Specialized experience: One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes apply human resources guidelines, policies and standard for operating procedures; manage records to maintain personnel data form civilian personnel data bases such as Defense Civilian Personnel Data System (DCPDS), Employee Management Processing and Recruitment System (EMPReS), AutoNOA; assist HR military assistant with military actions for service members such as leave, pay and awards; and creates reports for tracking personnel actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management, Healthcare Administration, Business Administration or other related field. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
