About the Position: This position is for Dir of Administration at Tripler Army Medical Center, Honolulu Hawaii. TAMC is a tobacco-free workplace. Tobacco products include, but are not limited to, smoking, smokeless tobacco, and electronic nicotine delivery devices.

Duties

Serves as a Supervisory Human Resources Specialist and management advisor to command and staff on management programs affecting civilian employees at a military treatment facility. Utilizes civilian human resources databases, regulatory information, legal and regulatory guidelines, command guidance, and delegated authorities to research information, make recommendations, and develop internal standard operating procedures. Develops, analyzes and/or provides documentation or summarizes information from files, including organizational charts, mission and function statements, and/or civilian awards budget and manpower documents. Oversees the preparation and submission of civilian Requests for Personnel Action (RPAs). Oversees the military treatment facility's incentive and honorary award program. Oversees the military treatment facility recruitment/relocation/retention incentive and student loan repayment programs. Ensures requests meet applicable regulatory and administrative guidance. Assigns work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees. Provides technical oversight. Works with other staff offices to review, plan and implement proposed reorganizations and/or realignments of the military treatment facility functions, staffing level changes, or other organizational related functions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • A Personnel Tier 1 Security Investigation is required.

Specialized Experience for GS12: One year of specialized experience which includes gathering workload statistics associated with workflow, manpower status, commercial activity and pay studies to assist managers with effectiveness and efficiency of the recruitment process for a medical treatment facility; collaborate with human resource service center personnel and managers on the request process and placement of employees within a medical treatment facility; utilize automated tools to identify staffing levels , prepare reports; and advise on recruitment requirements for an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
