About the Position: Serves as Chief of Civilian Human Resources (CHR) for the Medical Readiness Command (MRC).Provides leadership and guidance in civilian Human Resources management (HRM) and administration to the headquarters and subordinate units.
This position is with the Medical Readiness Command Pacific located at Tripler Army Medical Center, Hawaii.
Duties
Serve as first line supervisor for civilian Human Resources Specialists at the Medical Readiness Command (MRC).
Represent the MRC in contacts within the U.S Army and outside the agency with other federal agencies representatives pertaining to assigned functional responsibilities.
Coordinate the development of human resource program narrative, statistical, and graphical reports for the MRC Commanders and the Medical Command Civilian Human Resources Division (CHRD) Director.
Ensure that determinations and decisions concerning major policy and courses of action are consistent with laws and regulations and made in terms of morale, welfare, productivity, and sound decision making principles.
Assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees.
Develop performance plans and rate employees, recommends expenses comparable to within-grade increases, awards or bonuses
Deliver strategic and technical guidance as well as experienced consultative management advisory services throughout the MRC.
Develop policies, standards, and procedures concerning civilian personnel administration.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is identified as Mission Essential which may require you to work or remain at work during an emergency situation or when inclement weather has curtailed operations (e.g., threat to the facility, natural disaster, delayed reporting).
- This position requires you to be able to obtain and maintain a determination of eligibility for a Secret security clearance of access for the duration of employment which includes a background investigation and credit check.
- Employee may be subject to 24-hour recall to perform mission essential emergency response duties. This may include tour(s) of duty on weekends or nights to support training for or during actual emergency operations.
- This position requires a one-year probation to assess your ability to perform supervisory duties unless previously completed.

Specialized Experience: One year of specialized experience which includes: interpreting laws, regulations, policies and procedures for programs within an organization; developing guidance on appropriate course of action to resolve difficult and unusual human resources issues and/or problems; providing assistance to the leadership to complete projects and assignments in multiple functional areas of human resources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
