Duties
Analyzes and reviews documentation procedures and controls, and makes recommendations to Management Analyst, Deputy Chief and/or Chief, Labor Relations, about possible improvements to procedures. Develops and maintains a system of files, graphs, and tables that clearly outline the workload obligation of the office in relation to case maintenance of proposal/decision letters. Develops statistical data to justify work unit reorganization or position restructuring as a more productive or efficient use of personnel resources within the Labor Relations Office. Responds to requests for ranked lists of arbitrators which requires using complex biographical information on arbitrators, familiarity with Master Agreement procedures for grievance procedure time frames, and ability to prioritize the agency’s needs against the issue being arbitrated.

Qualifications
To be considered for the position, you must meet the following qualification requirements: Education: GS-07: One full year of graduate level education or superior academic achievement. GS-09: Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR Experience: GS-07 and GS-09: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Experience in the use of office technology and prepared software to update databases and perform timekeeper duties.
Experience in assisting with travel arrangements within an organization.
Experience in assisting with monitoring and tracking departmental obligations and expenditures and assisting in preparing financial documentation.
GS-09
Experience in preparing recurring and analytical reports and related correspondence in accordance with policy and standard practices.
Experience in the use of office technology and prepared software to update databases, and to produce a wide range of documentation that requires complex formats such as spreadsheets, tables, and graphics.
Experience with records management and document control (i.e. storage, retrieval, and routing of records and files, and disposal or obsolete or superseded files).
Experience in monitoring and tracking departmental obligations and expenditures and preparing financial documentation.
OR Combination of Education and Experience: GS-07 and GS-09: Have a combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities. **Your eligibility for consideration will be based on your responses to the questions in the application.**
