Duties
As an Administrative Officer, you will:
Advise Ginnie Mae managers, and executive staff on all aspects of personnel management and objectives including executive development, management training, career patterns and relationships, and the recruiting and selection of all staff.
Develop and initiate plans for the effective implementation and adoption within Ginnie Mae of all Departmental personnel policies and direct the conduct of all activities with the Office of Human Resources and staff on personnel policies and personnel program matters.
Manage Ginnie Mae position and staff year allocations, position management and classification, job engineering, incentive awards, employee/labor relations, performance appraisals, and adverse actions.
Plan and direct the execution of a comprehensive management analysis program for all programs within Ginnie Mae including organizational planning, management studies, systems and work methods, OHR delegations of authority, management improvement policies and programs, and related administrative management activities.
Represent Ginnie Mae on Departmental and Administration task forces and in meetings when administrative functions and responsibilities are involved.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience:
For the GS-15, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
- Performing administrative management functions such as interpreting administrative policies, developing and implementing policies, defining administrative requirements, and providing advice to management on related issues.; AND
- Communicating both orally and in writing.; AND
- Executing a full range of supervisory authorities and responsibilities in managing a team, resolving grievances and employee complaints, and effecting disciplinary measures; AND
- Providing guidance and support to resolve technical issues and problems.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
