The Administrative Officer is responsible for a broad range of functions and responsibilities essential to the efficient utilization of Agency resources and the management and direction of administrative programs within the Principal Office.

We encourage you to read this entire vacancy announcement prior to submitting your application.As an Administrative Officer, GS-0341-15, you will be responsible for:• Managing the work of the Executive Office staff; providing leadership and oversight on a broad range of issues impacting OESE's personnel, contracts, grant programs, budget, IT, correspondence, and other administrative services; and making authoritative recommendations for change or improvement.• Ensuring assignments are commensurate with their responsibilities and that the scope of these assignments are understood; coordinating and overseeing personnel matters which includes evaluation of employee performance, recommending selections and promotions, and scheduling of work operations; responsible for the quantity and quality of the work done and for assuring efficient and economical work operations; planning, organizing and reviewing work.• Providing sound advice/counsel to the Deputy Assistant Secretary for the Office of Administration on a plethora of administrative policies and procedures and providing viable recommendations for decisions that have to be made on sensitive issues across the office of Elementary and Secondary Education • Managing the organization’s human resources needs; working with leadership to determine workloads and necessary staff and strategies for filling positions. Ensuring the accuracy of position descriptions, and that hiring actions move through the hiring process as smoothly and efficiently as possible, develops and manages the development and implementation of an orientation program for new staff, administering the payroll system, ensuring completion of performance ratings for staff, managing employee performance awards and recognition programs. • Managing the development of the Equal Employment Opportunity (EEO) plan and assisting program offices in resolving complaints, grievances, and EEO actions, and administering personnel actions about terminations, resignations, and retirements; supporting the objectives of the EEO plan by demonstrating fairness in the selection of employees, distribution of assignments, training and promotional opportunities, the encouragement and recognition of employee achievements.

Qualifications
Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-15, if you possess the specialize experience.
Specialized Experience for the GS-15One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments:1. Experience interpreting and administering federal laws regulations, policies, and procedures in all administrative program areas. (Must include: budget formulation and execution; federal grants and contracts administration, facilities management and Human Capital (Human Resources) Management).2. Experience working closely with organization senior leadership to develop and execute strategic goals and targets to accomplish the organization’s priorities regarding all administrative program areas such as budget formulation and execution; federal grants and contracts administration, facilities management and Human Capital (Human Resources) Management).3. Experience managing a multi-million dollar administrative budget and developing and recommending meaningful alternatives to help meet the mission to ensure an organization remains a high-performing. The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge of human resource management, contract administration, grant administration, financial planning and management, information technology and associated policies, directives, procedures, and regulations applicable to the entire processes, to develop and execute organizational operations.2. Ability to lead teams, manage and delegate work processes, and lead collaboration with internal and external partners.3. Knowledge of a comprehensive range of administrative laws, policies, regulations, and precedents applicable to the administration of an organization to provide expert advice and guidance to interpretations of legislation, policies, and procedures. 4. Skilled in using qualitative and quantitative techniques for measuring effectiveness, efficiency and productivity.
