Duties
As an Administrative Officer, you will:
Provide administrative direction for the activities of all staff specialists who have the direct responsibility for management development supervisory training, counseling services, position management, affirmative action plans, upward mobility programs development and implementation of career ladders, awards, disciplinary action, standards of conduct, merit staffing and planning for staff adjustments.
Plan, coordinate, and provide advisory services to all Program Office officials for all office service functions for the Office which includes a variety of diverse services, including forms management, records managements, mail systems telephone services, equipment servicing, and duplicating services, correspondence control, procurement of office supplies and equipment and maintenance of work areas.
Work in conjunction with other staff to determine the need for and initiates actions requisitions, requests recommendations to acquire and adjust resources (i.e.) staff, space equipment, supplies services consistent with requirements for productivity, efficiency and economy
Direct procedures clearance actions to the appropriate officials from other HUD organizations and from the Program Office to other HUD Organizations. Maintains files of procedures clearance actions.
Direct maintenance of procedures and reference materials required by the management staff and the office.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
- Performing administrative management functions such as interpreting administrative policies, developing and implementing policies, defining administrative requirements, and providing advice to management on related issues; AND
- Leading change management through streamlining and process improvement; AND
- Communicating both orally and in writing; AND
- Executing a full range of supervisory authorities and responsibilities in managing a team, resolving grievances and employee complaints, and effecting disciplinary measures; AND
- Providing guidance and direction to establish priorities and allocate and/or shift resources to meet office needs or priorities.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
