This position is part of the Defense Human Resources Activity, Defense Manpower Data Center. Defense Human Resources Agency's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive, and provide management information, research, and analysis of human resources and other related functional area databases for the DoD.
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.
As a IT SPECIALIST (PLY/PLN) at the GS-2210-12 some of your typical work assignments may include:
Serve as a Program and Product Manager within the Defense Enrollment and Eligibility Reporting System (DEERS). Responsible for planning and execution throughout the program and product lifecycle, including preparing IT budgets, gathering and prioritizing product and customer requirements, assisting in defining overall vision, and working closely with other internal and external stakeholders.
Define and maintain strategy and roadmap for assigned programs/products, including but not limited to enhancements, portfolio rationalization, cyber security, etc. Prioritize needs, working with the development team, achieving release deadlines.
Apply product, project, program and technical skills, providing overall direction and guidance for the development, acquisition, testing, improvement and fielding of assigned programs, systems and products.
Review, analyze and evaluate product development process and performance. Participate in top level planning regarding activity resources and management approaches. Oversee execution of programs and projects, including contract deliverables and evaluation. Develop and track performance metrics and provides regular program and project status updates including cost, schedule and performance.
Provide periodic reviews with appropriate representatives from staff agencies and industry to determine program status, major milestones and coordination to ensure orderly phasing of all actions. Detect, report and mitigate potential slippages in advance and ascertain phasing of all actions to maintain or improve program schedules.
Review, monitor and maintain all critical program documents and artifacts. Analyze and evaluate work of participating organizations with a relationship to the assigned systems and products.
Serve as subject matter expert for assigned projects. Develop a deep understanding of customers experience and needs, identify and fill product gaps and generate new ideas that grow product, service or capability usefulness.

Qualifications
You may qualify at the GS12, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the 11 grade level in the Federal service as listed below:
Assessing customer requirements and policy to develop IT software/data solutions.
Responsible for the IT system product/project planning and execution throughout the product life cycle.
Ability to effectively communicate program and project status, risks and issues to leadership.
Applies product, project, program and technical skills in the provision of overall direction and guidance for the development, testing, product improvement and fielding of assigned systems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210 series as listed below: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
