Human Resources Division - Arlington, VA The selectee of this position serves as a Human Resources Specialist (Comp/Benefits). You will be responsible for assisting Senior Human Resources Specialists with the USMS payroll and processing system - National Finance Center, provide quality control for payroll and personnel actions, and assist with routine pay policy questions/issues.

Duties

As a Human Resources Specialist (Comp/Benefits) at the GS-0201-9 level, some of your typical work assignments may include: Assists in resolving agency payroll, benefits, and processing problems. Providing advice and assistance to employees on individual personnel actions, payroll documents, and benefits forms. Applies Federal retirement, health, and life insurance, and Thrift Savings Plan laws, regulations, procedures, respective legislative changes, creditable service regulations and benefits. Assists in resolving agency payroll problems. Providing advice and assistance to employees on individual payroll issues. GS-09 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 grade level is required to meet the time-in-grade requirements for the GS-09 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You may qualify at the GS-0201-09 level, if you fulfill the following qualifications: Specialized Experience: One year of full-time specialized work experience equivalent to the GS-7 grade level in the Federal service performing duties such as 1.) Processing employee personnel actions such as accessions, separations, promotions, reassignments, etc; utilizing the National Finance Center Payroll/Personnel System and Empower. 2) Reviews, oversees, and provides quality control for personnel actions to ensure compliance with established statutes, regulations, and policies. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. [remove LL.B or J.D., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study]. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. AND Possession of the following competencies: Compensation: Knowledge of compensation concepts, principles, and practices, including pay and leave administration and compensation flexibilities. Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Note: Subject matter experts will evaluate the first five pages of work experience in your resume based on these competencies. If you are qualifying with education and experience, your experience needs to demonstrate proficiency with the competencies identified above. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirements for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
