The primary purpose of this position is to provide installation and mission support expertise in performance of work requiring critical thinking applied to enterprise-wide strategy, plans, policies, processes, relating to wargames, plans, defense planning guidance scenarios, lessons learned, continuous process improvement, current/future concepts, and innovation.
Duties
1. Performs a broad range of critical thinking assignments related to the installation and mission support enterprise entailing unique problems involving advanced strategies, new technologies, current/future concepts, Combatant Commander (CCDR) plans/Defense Plan Guidance (DPG), joint and AF level wargames/exercises and their impact on I&MS capabilities, concepts of operation, and AFIMSC's strategic endeavors.
2. Utilizes critical thinking in the development, analysis, and utilization of current/future concepts, innovative capabilities, and technologies, in order to evaluate and predict their impact on Defense Planning Guidance (DPG) scenarios, exercises, war-games, and operational activities across the I&MS enterprise.
3. Manages the conduct of comprehensive manpower and organizational analyses of a wide diversity of programs, capabilities, functions as relating to the I&MS enterprise, or other assigned tasks.
4.Represents organization at meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts. Provides technical guidance, advisory support, and assistance on an entire project and/or major phases for broad and varied operations.

- PCS expenses if authorized will be paid IAW JTR and Air Force Regulations. This is a Centrally Managed position under the Logistics Career Field.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Specialized experience includes that I have, or within 120 days of the closing date of this announcement will have, at least 1 year (52 weeks) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-12) level or equivalent (grade level, pay schedule, pay band, etc). Specialized experience includes expert experience in the field of continuous process improvement (CPI), with a wide range of analytical qualitative and/or quantitative methods and techniques to participate in the assessment and improvement of combat support operations in support of great power competition.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Air Force, COCOM, and installation and mission support program goals and objectives, the sequence and timing of key operational, programmatic, and planning events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command and joint entities involved in overall program planning and execution of military operations and evaluations.
2. Knowledge and understanding of AFIMSC, AF, Department of Defense (DoD) and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s).
3. Knowledge of the application of Top Secret and compartmentalized expertise as it applies to assigned programs, personnel, future technologies, and security procedures to maintain control of classified material.
4. Skill, judgment, resourcefulness, originality, and ability to foresee the impact of changing technology and future concepts on I&MS enterprise activities.
5. Skill in applying analytical and evaluative techniques to identify, investigate, resolve complex issues or problems, and modify standard practices and techniques to solve complex interrelated problems. Ability to communicate effectively both orally and in writing, in order to produce highly technical reports, position papers, and briefings; resolve conflicts based on mature judgment and experience; effectively negotiate complex issues; and maintain good working relationships.
6. Ability to design and conduct comprehensive studies and prepare solutions to especially broad, important, and severe military operational and contingency areas. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
