This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Program Manager (Assistant Program Manager Acquisition) position is assigned to the Project Manager Def Cyber Ops Office, located in Fort Belvoir, VA.
Duties
Maintains direct channel communications with system users and the user community.
Exercises management control of all functional inputs to the program.
Develops and establishes the controls necessary to manage internal operations, matrix support and the support of other command and agencies.
Establishes priorities, maintains and controls all project milestones and takes necessary action to ensure that all milestones are met or that workarounds are in place to counteract schedule problems.
Evaluates pertinent data from points of contact to provide ready, accurate and complete response to inquiries on the status of all assigned programs from Congress.
Ensures that open communication exists between core and matrix support personnel and their counterparts in associated programs, so that maximum interoperability and parts commonality is achieved with all related systems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Practitioner in the Acquisition Career Field Program Managment within 60 months of entrance on duty.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02). Analyzing various software cost and licensing models/options to determine best value. Leading the negotiation and contract management of large-scale, enterprise-wide volume purchase software agreements. Proactively strategizing with internal and external technical subject matter experts to understand the needs of the customer.
Education
