You will serve as a Program Analyst, Installation Training Officer (ITO) in the Operations Training & Exercises Department of NAVSTA.

Duties

You will establish, execute and assess the Installation's Training, Readiness and Exercise programs to include identification of deficiencies and capability gaps in the Installation Exercise programs. You will develop and promulgate Plans of Action and Milestones to correct deficiencies and gaps discovered during assessments. You will develop reports and conduct briefings for management officials, Commanders of subordinate activities, and other high-level officials on findings and conclusions of assessments and analyses. You will develop training plans to ensure alignment and integration with Department of Defense (DoD) and Department of Navy policies to meet business operational and technical requirements. You will compile and promulgate all Monthly Installation Training Reports (MITRs) required by higher authority. You will perform other duties as assigned.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) Works within the construct of the military command structure, its missions, programs, and fosters organizational relationships; (2) Manages the Universal Task List and Mission Essential Tasks List Programs; (3) Conducts Training related assessments that incorporate essential tasks; (4) Performs risk management, administration and financial management tasks; (5) Coordinates exercise design and planning and conducts evaluation; (6) Plan, develop and/or assess major training exercises; (7) Manages a wide range of qualitative and/or quantitative methods applicable to the analysis, evaluation, and improvement of complex training processes and systems.
