About the Position: Serves as Chief, in one of several branches in the Military Personnel Division. Works under the general supervision of the Chief, Military Personnel Division, who provides general policy guidance and outlines broad objectives; provides advice and guidance on unusual or unprecedented non-technical problems; reviews work for conformance with policy, directives, regulations, attainment of objectives, and overall degree of efficiency of operations.
Duties
Manages and supervises the installation military personnel services programs.
Ensures that all procedural and administrative tasks are performed for the timely and correct completion of actions, individually or by other staff members.
Execute personnel service and processing programs such as promotions, Soldier applications, military personnel file accountability, and implementing command policies.
Provides technical advice and guidance to military commanders on different personnel service and actions programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A favorable National Agency Check with Inquiries (NACI) is required for this position.
- Due to the nature of this position, employees are required to work both planned and unscheduled overtime on an emergency basis.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience Statement: One year of specialized experience which includes assigning work and providing advice or instruction to employees on work and administrative matters; administering military human resources programs such as personnel records, reassignment processing, separations/ transition services, or promotions; reviewing documentation for accuracy and compliance with regulations, policies and procedures pertaining to personnel actions and records; and utilizing automated systems such as Integrated Personnel and Pay System-Army (IPPS-A) to update personnel information and Installation Support Module (ISM), Transition Processing (TRANSPROC). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources or Human Resources Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
