This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure. It is located in the DISA - DBC/DEVELOPMENT AND BUSINESS CENTER.
Duties
Serves as an advisor on military personnel issues and administrative processes who manages several programs and objectives within the scope of military human resources.
Responsible for military HR processes to include policies and procedures relating to Congressional inquiries, information searches, tracking military personnel actions and placements, and administrative policy and procedures.
May perform special projects such as studying organizational structure, assisting in development of standardized position descriptions, etc.
Coordinates with DISA J1 MPD on a full gamut of military personnel and manpower issues, to include, but not limited to promotions, awards and evaluations, military position descriptions, deployed location accountability, and training issues.
Establishes goals and objectives and ensures plans and procedures are developed and implemented to provide for effective and efficient military personnel management for all activities in the servicing Directorate sphere of operation.
Ensures DISA and servicing Directorate military personnel and administrative processes, military personnel requirements, objectives, and policies are consistently applied throughout all serviced sites and in conjunction with DISAHQ J1 MPD.

Qualifications
In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience:
To qualify at the GG-11, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience with military human resources promotions, awards and evaluations, military position descriptions, deployed location accountability and training issues. AND Experience with tracking military personnel actions and placements, administrative policy and procedures.
To qualify at the GG-12, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as:
Experience as a resource for military personnel and manpower issues. AND Experience providing recommendations for military personnel issues and administrative processes. AND Experience implementing plans and procedures for military personnel management.

Education
GG-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the qualifying experience requirement. .

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the
