Transformation & Strategy Office
The following are the duties of this position at the full working level.
Evaluates procurement activities and provides expert advice on the benefits of using complex acquisition strategies to meet transformation objectives in the most efficient, economic, and streamlined fashion. This includes: (1) conducting analyses of key TSO programs, policies and/or procedures and formulating solutions to address problems or issues, (2) determining business requirements to improve inefficiencies, and (3) delivering recommendations on opportunities to leverage contracts for transformation efforts.
Analyzes, evaluates, assesses, and advises on TSO's transformation procurement strategy, planning, and activities. This work includes conducting market research and reviewing documents with acquisition requirements for complex procurements, e.g., performance work statement (PWS), statement of objective (SOO), statement of work (SOW), acquisition plan, and associated required documents. The incumbent also analyzes and evaluates (on a quantitative or qualitative basis) solicitations and contractor bids, proposals, or quotes for effectiveness in meeting established goals and objectives, and conformance with government and agency procurement laws, regulations, policies, and precedents, and internal operating policies and procedures to improve operational efficiency.
Conducts evaluations of a wide range of complex, highly visible programs to identify procurement opportunities. Considers use of innovative procurement techniques and methods when evaluating program requirements, leveraging best practices from private industry and other federal agencies. Makes recommendations to improve the effectiveness of transformation-related procurements. Partners with Chief Procurement Office on procurement-related policy matters that will impact transformation efforts.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes Experience partnering with internal and external stakeholders to improve the acquisition experience and working relationships, and actively collaborate with these groups to plan, develop, and evaluate engagement programs. Experience overseeing the development and execution of the contracting portion of project management plans; Ensuring the award and administration of contracts comply with applicable contracting laws, directives, and policies; Providing input to or managing a variety of procurements (equipment, supplies and/or services) that use a variety of acquisition strategies including competition or contracting by negotiations. Experience with resolving contractor performance issues, directly or in coordination with other government offices (external or internal). In addition, experience providing procurement advice and counsel to agency program managers and executives resulting in procurements or resolution of procurements or resolution of procurement issues.
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
