About the Position: This position is located at the Human Resources Division, Military Personnel Operations within Tripler Army Medical Center, Honolulu, Hawaii. Serve as Lead Human Resources Specialist of the Officer Management Branch or the Enlisted Management Branch for 4 to 8 civilians, ranging from GS-05 to GS-07, accomplishing the branch mission.

Duties

Responsible for the day to day administrative operational support for all assigned Soldiers. Provide advice, counsel, or instruction to employees on both work and administrative matters. Direct employees to ensure they understand regulatory guidelines and current operational directives and policies. Assist in the development of performance standards, performance counseling, and appraisals. Plan work to be accomplished by subordinates by setting and adjusting short-term priorities and preparing schedules for completion of work.

Requirements

  • Must be able to obtain and maintain a Secret Security clearance.
  • Temporary Duty (TDY) may be required, 10%.
  • During duty hours, the position incumbent may be required to conduct soldier readiness processing and/or man emergency operations centers in the event of emergency deployment readiness exercises or emergencies.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
  • Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.

Specialized Experience: One year of specialized experience which includes applying human resources regulations and policies; processing, administering, and advising on military personnel actions such as reassignments, promotions, and performance evaluations; preparing reports or briefings to present to management and supervisors; and providing training to subordinates. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: human resources, business administration and management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Customer ServiceHR Data AnalysisManaging Human ResourcesWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
