About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade, Maryland.

Duties

Plans, directs, and coordinates all military and civilian manpower issues for USCYBERCOM's Program Objective Memorandum (POM), and Program Budget Review (PBR) process. Establishes USCYBERCOM joint manpower goals and objectives within the context of broad command mission sets identified in the Secretary of Defense (SECDEF)- mandated Unified Command Plan (UCP). Establishes command policy and operating procedures within the broad policy parameters established by the Chairman of the Joint Chiefs of Staff (CJCS) guidance. Provides interpretations of policy and approves requests for exception to policy. Assigns work to team members based on priorities, the difficulty of the work to be performed, and the capabilities of employees. Identifies team members’ developmental and training needs and arranges for needed development and/or training. Plans, coordinates, reviews, and analyzes USCYBERCOM programs for billet resource shortfalls and develops resource allocation, realignment and/or programming recommendations for senior leadership consideration. Responsible for providing manpower analysis of alternatives that will be used by USCYBERCOM leadership in setting the future course of command joint programs. Establishes policy and procedures to implement control of and direct USCYBERCOM's Human Resource (HR) Systems. Assesses the implications of changes in Command goals, objectives, and strategies; management systems; organizational structure; and applicable laws and regulations as they relate to the operation of these Command HR systems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft. This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
