This position is part of the Defense Human Resources Activity, Defense Human Resources Activity. Defense Human Resources Agency's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive, and provide management information, research, and analysis of human resources and other related functional area databases for the DoD.

Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. As a IT Specialist (DATAMGT) at the GS-2210-9/11/12 some of your typical work assignments may include: Understand Data and Provide Subject Matter Expertise: Understand the business purpose of the data & the flow of the data throughout its lifecycle; Create and update functional specifications and business rules; Define and maintain hierarchies and affiliations; Write knowledge articles; Determine if data can be used for the purpose requested. Support Metadata Capture and Documentation: Ensure SPARX models are capturing metadata correctly; Create robust data definitions and business use definitions for the Enterprise Data Dictionary using existing policy or other documentation as necessary. Support Data Quality Issue Resolution: Participate in Data Governance process; Lead and represent teams of business and technical stewards in discussions; Ensure data quality metrics are being captured and reported; Work with Data Providers to improve data quality by providing data quality reports and trends.

Qualifications

You may qualify at the GS 09 , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the 07 grade level in the Federal service as listed below: Serve as Primary POC for tasks pertaining to assigned data domains to include; business rules, data quality, data fit for purpose, and liaison with data providers. Designs, develops, and implements updates, improvements, or revisions to the programs and models to conform to legislative or policy changes or data quality improvements. Resolves a wide range of technical issues, management issues, and developing logical data models to be translated into workable physical database schema and structures in the database development process., OR You may qualify at the GS 11, if you fulfill the following qualifications: One year of specialized experience equivalent to the 09 grade level in the Federal service as listed below: Serve as Primary POC for tasks pertaining to assigned data domains to include; business rules, data quality, data fit for purpose, and liaison with data providers. Designs, develops, and implements updates, improvements, or revisions to the programs and models to conform to legislative or policy changes or data quality improvements. Resolves a wide range of technical issues, management issues, and developing logical data models to be translated into workable physical database schema and structures in the database development process., OR You may qualify at the GS 12, if you fulfill the following qualifications: One year of specialized experience equivalent to the 11 grade level in the Federal service as listed below: Serve as Primary POC for tasks pertaining to assigned data domains to include; business rules, data quality, data fit for purpose, and liaison with data providers. Designs, develops, and implements updates, improvements, or revisions to the programs and models to conform to legislative or policy changes or data quality improvements. Resolves a wide range of technical issues, management issues, and developing logical data models to be translated into workable physical database schema and structures in the database development process., OR B. Undergraduate and Graduation Education For GS-9 and GS-11: Major study--computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendation.

Education

Substitution of education may not be used in lieu of specialized experience for the GS-12 grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
