This position is located in the Financial Planning Division(FP), Office of the Chief Financial Officer(CFO), Bureau of Diplomatic Security (DS). You will serve as a Budget Analyst with responsibility for providing technical guidance in carrying out a wide variety of administrative and analytical duties related to program/budget planning with the formulation, justification, and presentation for the Bureau.
Duties
Plans, organizes, coordinates, and carries out annual and multi-year budgeting in support of assigned appropriations, bureau(s), or major bureau components or programs.
Reviews, analyzes, consolidates, and revises budget execution plans. Coordinates the execution of the approved budget, including efforts to adapt budgetary policies, analytical methods, and regulatory procedures for use in budget execution.
Develops cost-benefit and other analyses for recommending changes in funding and budget plans, and highlights the impact, including out-years, on programs, projects, or activities may occur if recommendations are accepted.
Assists in the planning, development, testing, and implementation of budget and financial management systems, programs, and databases.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience developing and implementing budgets that conform to budgetary policies and guidelines.
Experience analyzing budgetary operations to recommend funding and budget improvements to senior officials.
Experience drafting materials for budget submission.
There is no substitute of education for specialized experience for the GS-13 position.
