About the Position: Serve as a senior Budget Analyst and team leader responsible for the formulation, execution and analysis of an unique, complex base operations and/or mission support program. This is a PERMANENT position with the Budget and Accounting Branch located at Fort Huachuca, AZ.
Duties
Serve as team leader overseeing 3-10 personnel engaged in accomplishing budgeting and analysis functions.
Review work products of subordinates and accepts, amends, or rejects work.
Make recommendations on performance evaluations of subordinates.
Give advice, counsel, and instruction on both technical and administrative matters, referring unresolved issues to higher supervisory levels.
Perform all aspects of the planning, analysis, formulation, justification, and execution of a unique, complex base operations involving multiple appropriations.
Provide guidance to program and line managers on the interpretation of budget estimates and the formulation of budget requests
Review budgetary and program requirements to assure compliance with agency policies.
Review, edit and modify budget estimates, as necessary, to assure they conform to installation and higher headquarters' requirements.
Compile narrative and statistical material and prepares exhibits and related background for use in briefing top agency officials and higher headquarters.
Prepare formal consolidated forecasts and reports on budget and program execution as required by higher headquarters.
Coordinate budgetary and program actions with affected agencies and activities which utilize any of the services or programs administered by the US Army Garrison.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Financial Management Level II Certification is required within 24 months of hire.
- Temporary Duty (TDY) travel is required 5% of the time.

Specialized Experience: One year specialized experience which includes: 1) Formulating, justifying, and/or executing budgets for organizations, programs, or projects; 2) Using computer software programs that support financial systems and 3) Applying regulations and policies of budgeting to advise management on a budgetary management system. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
