This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905.
DISA has delegated authority by the Under Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled.
Duties
Assist in the establishment of the master schedule for logical sequencing and timely
accomplishment of the programming and budgeting cycle for one or more funds.
Develops the Future Years Defense Plan (FYDP) and its related annexes and formulates
the agency's Budget Estimates Submission (BES) to OSD. Adjusts the BES to reflect
OSD/OMB decisions and the President's Budget Submission.
Analyzes the impact of new or revised legislation, policies, and procedures. Develops
processes, procedures, and guidance for the execution of the financial management
program and its related budget.
Coordinates resource/funding/programmatic changes. Evaluates the effect of cost and
program changes on the budget execution process. Analyses productivity, workload
and program accomplishments.
Participates in the monitoring of year-end closing to ensure proper and full use of
provided funds, with no anti-deficiency violation. Prepares agency request for
operating under the Continuing Resolution Authority, when applicable.

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- This is a Financial Management (FM) Level 3 Certification Position.
Qualifications
Specialized Experience:
For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service, is required.
Specialized experience at the GS14 level is defined as experience interpreting fiscal law and policies; and experience leading teams or special projects in support of the planning, programming, budgeting, and execution processes.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing KSA's or competencies are required.
