This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905.
DISA has delegated authority by the Under Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled.
Duties
Formulates, justifies, and executes a budget to support short- and long-range program goals and objectives.
Develops and compares alternative budget and program actions required to determine and defend optimum approaches to financing agency operations and programs.
Projects and analyzes the potential effects of budgetary actions on national, economic, social, and political objectives.
Analyzes, combines, and consolidates budget estimates of subordinate components and programs into a budget document which reflects the balanced, multi-year funding needs of the agency or organization.
Develops, implements, and advises on agency-wide policies and controls for the obligation and expenditure of funds, budget execution policies and procedures.
Presents and recommend budget adjustments, reprogramming, and resolution of budget problems at command agency levels.

Qualifications
Specialized Experience:
For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service.
Specialized experience at the GS14 level is defined as experience formulating a working capital budget, executing multi-year budget forecasts; developing and executing the budget formulation process; and identifying, reviewing, analyzing, revising, and recommending budget requests and program actions required to defend approaches to financing agency operations and programs.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing competencies are required.
