About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Huachuca, Arizona.
Duties
Serve as a budget analyst in the Headquarters of U.S. Army Network Enterprise Technology Command (NETCOM), which requires routine and reoccurring access to Classified Secret collateral information, materials, facilities, and systems.
Perform a lead or assist role in one or more teams involved with formulation of the NETCOM financial plan and budget (BES/CBE).
Develop and recommends command policy to ensure consistent treatment of NETCOM priorities within framework established by higher authority.
Assess implications of Congressional language and OSD/DA directives.
Perform a lead or assist role in one or more teams involved with program/budget defense/presentation.
Perform a lead or assist role in one or more teams involved with execution of the NETCOM budget, including OMA, OCO and OPA appropriations and direct/reimbursable funding sources.
Review and analyze language in the Appropriations and Authorizations Acts to assess potential impacts to NETCOM programs and execution strategies.
Analyze the initial HQDA funding letter to determine adequacy of NETCOM's allocation, rationale and fairness of funding reductions, and major funding issues.
Develop recommended strategies to accommodate Congressional/OSD/DA funding adjustments, including the methodology for distributing reductions to NETCOM subcommands and the appropriate amount to risk manage at HQ NETCOM.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position is designated as Tier 3 sensitive.
- Three year trial/probationary period may be required.
- Must be able to obtain and maintain a SECRET security clearance.
- Travel may be required up to 20% of the time.
- This is a Financial Management Level 2 Certified position. Failure to obtain this certification within 24 months of appointment may subject the incumbent to adverse action.
