Duties
Establishes the master schedule for logical sequencing and timely accomplishment of the programming and budgeting cycle for one or more funds.
Writes programming and budgeting policy directives, including the agency Financial Management Manual, necessary to effect improvement in the effectiveness and efficiency of agency financial operations.
Develops agency-wide program/budget processes, procedures, and guidance for the execution of the financial management program and its related budget.
Conducts special studies, analyzes data trends, develops projections of program funding requirements, and recommends financial strategies and actions for meeting program requirements.
Serves as a financial consultant on issues such as: budgeting strategies; financial management tools and products; resource distribution; program priorities; financial forecasts and projections; and development of annual/long-range financial plans.
Participates in the monitoring of year-end closing to ensure proper and full use of provided funds, with no anti-deficiency violation.
Provides the highest levels of agency management with financial information including financial reporting on the status of funds and rates of expenditures; trend analyses and projections of quarterly and year-end status.

Qualifications
Time in Grade:
For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service.
Specialized Experience:
For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service.
Specialized experience at the GS-14 level is defined as experience working in a multi-faceted organization performing standard planning, programming, budgeting, and execution (PPBE), or equivalent, activities in a matrixed environment; experience with financial and resource management in a telecommunications environment; and experience delivering customer service solutions.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
