This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Fort Huachuca is incorporated into the City of Sierra Vista and sits at the base of the Huachuca Mountains.
Duties
In this position you will serve as a Budget Analyst with the Department of Army Installation Management Command located in Fort Huachuca.
The employee performs various functions involving, justification, and/or execution of budgets for organizations, programs, or projects.
This work requires knowledge and skill in the application of related laws, regulations, policies, procedures, methods and techniques of budgeting.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the employee to occasionally travel away from the normal duty station up to 10% of the time.
- The employee may be required to work overtime.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. For the GS-09 Grade Level:
Specialized Experience: One year of specialized experience which includes: 1) Analyzes trends in receipts, obligations, and expenditures with oversite; 2) Assists in executing a segment of the organizational budget; and 3) With supervisory assistance as necessary provides financial consultant to management on issues such as: budgeting techniques; use of financial management products; resource distribution; program priorities; and 4) Development of financial plans with assistance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business management, finance, or accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
For the GS-11 Grade Level:
Specialized Experience: One year of specialized experience which includes: 1) Analyzes trends in receipts, obligations, and expenditures; 2) Executs a segment of the organizational budget; and 3) Serves as a financial consultant to management on issues such as: budgeting techniques; use of financial management products; resource distribution; program priorities; and 4) Development of financial plans. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business management, finance, or accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-09 - Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
GS-11 - Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Education
