About the Position: This position is located within the Defense Health Agency (DHA) Administration and Management (J-1), Human Capital, HR Policy and Programs Branch, and has an established duty location of Falls Church, VA. Although this is not a remote position, it offers flexible work options at management's discretion, such as telework.
Duties
Assist in formulation and dissemination of civilian employee performance management and recognition policy to all employees.
Prepare and track milestones for performance cycle and prepare extensive status reports for senior management. Maintain expert knowledge of performance evaluation systems, including policies, procedures, and practices.
Review all appraisals to ensure submissions are within regulatory guidelines. Work with employees and supervisors to ensure maximum understanding of system requirements.
Contribute extensively to fulfilling report requests and responding to data calls for performance data from senior management and DoD.
Develop and oversee the maintenance of civilian rating schemes across DHA.
Work closely with supervisors/managers to ensure all organizational changes are conveyed and incorporated in alignment with management goals and organizational policy and processes.
Review/interpret issuances from higher echelons for impacts on local implementing instructions to include DHA Administrative and Procedural Instructions and standard operating procedures.
Provide training and/or briefings to organizational employees, managers and senior leaders. Provide individual desk-side support to senior leaders where needed, including one-on-one assistance to senior management.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience: One year of specialized experience which includes 1) administering a Performance Management (i.e. appraisal) or awards/recognition program for federal civilian employees; 2) preparing and tracking milestones for performance cycles; and 3) conducting training or briefings to the full spectrum of staff members (e.g., enlisted and officer military personnel, civil service personnel and support contractors).
