About the Position: This position serves as military personnel support for the Defense Health Agency, Military Personnel Support Division, Army Element, and is located in Falls Church, VA. This is not a remote position. This position is a TERM position. This position is obligated. A recruitment or relocation incentive may be authorized for highly qualified candidates. Salary negotiation may be available for those highly qualified candidates who are new to Federal service.

Duties

Manage a variety of Army military personnel and strength management programs and systems in support of Soldiers who are dispersed throughout several Defense Health Agency locations. Provide staff advice and consultation to the Chief and assigned personnel on established procedures that impact the DHA's Army personnel programs. Ensure Army military personnel strength management policies and procedures are processed in accordance with Service requirements. Manage, advise, execute, and oversee all facets of Army essential personnel services functions. Provide advice/recommendations to Senior Leaders on manpower management functions for the Army positions on Tables of Distribution and Allowances Provide analysis of military position structures and determination of proper grades and Military Occupational Specialists. Maintain familiarity with career patterns and military specialties to ensure Directorates and Special Staff are authorized the proper personnel for mission accomplishment. Serve as the HR team member on special projects or comprehensive studies to identify and examine problems or operating issues that may impact our Army personnel within the DHA. Serves as team leader to Army HR Specialists within the Division. Review work of the HR Specialist, provide input on the day-to-day operations within the Division, and provide input on performance evaluation of team members.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes 1) advising senior leaders on all facets of military personnel matters (such as assignments, retirements, awards, evaluations, separations, promotions, special pay, etc.); 2) managing agency's military personnel strength management program to track authorizations and unit readiness; AND 3) managing personnel actions utilizing a variety of HR tools such as Integrated Personnel and Pays System-Army (IPPS-A), Assignment Interactive Module (AIM2), Fourth Estate Manpower Tracking System (FMTS), Defense Medical Human Resources System-internet (DMHRSi), etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
