About the Position: Incumbent will serve as the Chief, Human Capital Division for the Defense Health Agency (DHA). This position is located in Falls Church, VA. This is not a remote position.
A recruitment or relocation incentive may be authorized for highly qualified candidates.
Salary negotiation may be available for those highly qualified candidates who are new to Federal service.
Student loan repayment may be authorized.
Duties
Provide strategic management of human capital and senior expert advisory and consultative services to the activity's senior management, functional, and operation officials.
Perform a broad range of activities involving long-term planning and other strategic management approaches to develop integrated human capital strategic plans and management strategies.
Determine the core competencies required for DHA current and future mission accomplishment. Develop integrated human capital strategic plans and management strategies and develop input on DHA human capital programs and requirements.
Provide direct supervision to assigned civilian and military employees directly and/or through assigned subordinate supervisors.
Formulate mid-and short-term plans and provide overall direction and functional expertise regarding all aspects of DHA human capital management.
Direct and manage functional operating programs to provide and/or coordinate comprehensive civilian Human Resources Management (HRM) services for Headquarters DHA, and for DHA field offices including the TRICARE Health Plan Directorate.
Develop input on DHA human capital programs and requirements for agency Program Objective Memorandums (POM), Budget Estimate Submissions (BES), and other requirements and agency processes.
Perform a variety of human resource/personnel policy functions, including personnel policy development, interpretation, implementation, and adaptation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required .
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes 1) supervising a Human Resources Office; AND 2) demonstrated knowledge and experience in at least 3 of the following: Basic Recruiting; Staffing; Personnel Management; Labor Relations; Management Employee Relations; Budget and Financial Management; and Organizational Structure. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
