About the Position: This position has an established duty location of Falls Church, VA. This is not a remote position.
Duties
Provide management advisory services and support affecting highly complex, frequently changing organizations with a wide variety of difficult personnel actions that are often sensitive and extremely complex in nature.
Assist in developing recruitment strategies; pay-setting strategies; short- and long-range staffing plans to forecast future requirements.
Assist in assessing employee turnover patterns, reviewing past recruitment practices, technological changes, and local labor market conditions.
Execute recruitment, reassignment, and other personnel actions for assigned organizations. Ensure that management packages for personnel actions are in accordance with applicable regulations and policies.
Provide advice and guidance to managers and supervisors on various stages of the hiring process.
Arrange for the orientation of new employees on human resources policies, rules, regulations, rights, benefits, services, and related matters.
Provide placement services to recruit for highly specialized and hard-to-fill positions. Plan and execute creative recruitment campaigns to locate and identify highly qualified candidates.
Perform research into policies, procedures, and operations involved in the recruitment and placement function.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes 1) utilizing civilian human resource (HR) laws, regulations, policies, and procedures to resolve recruitment/staffing issues; 2) analyzing HR-related data to provide recommendations regarding human capital or workforce alignment; 3) assisting in civilian HR administration functions, to include: providing advisory services to managers/supervisors, applicants, and/or employees regarding the recruitment process, initiating or tracking personnel actions, and verifying eligibility or qualifications for positions; and 4) utilizing automated systems to complete HR-related tasks. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
