About the Position: This position is located with the Defense Health Agency, Continental Network 9, at Falls Church, VA.

Duties

Implement, within the framework of Department of Defense policies, regulations, and procedures, comprehensive civilian and military personnel and manpower management programs that will guide and govern employees assigned to the Network Headquarters. Assess impact on the workforce in terms of morale, welfare, productivity and ensures findings are considered in the command’s decision making processes. Develop policy and program guidance in all areas of personnel/manpower management for use throughout the command. Represent the command in the planning and development of program goals and objectives and the resolution of major problems involving Department of Defense Health Affairs, the DHA and the Service Manpower and Medical Departments. Negotiate for resources and associated funding necessary to support program operations and policy implementation. Plan and assign work, sets priorities, advises on program goals and objectives, and makes decisions on work problems presented by subordinate supervisors/team leaders. Set performance standards and appraises key employees; reviews standards and assures equity. Approve or decide on personnel actions for recruitment, reassignment, promotion, reclassification, within grade increases, and other such actions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes reviewing and analyzing civilian personnel and manpower policies; providing advice and guidance on personnel topics to senior leadership; and managing a variety of personnel and manpower matters by performing functions such as ensuring determinations and decisions concerning major personnel/manpower management policies and courses of action are consistent with laws and regulations, assessing impact on the workforce in terms of morale, welfare, productivity and ensures findings are considered in the command's decision making processes, developing and implementing policy and program guidance in all areas of personnel/manpower management for use throughout the command, assuring effective program execution through discussions with command and installation officials, conducts of staff visits and a systematic review and evaluation of program accomplishments, or providing Human Capital management for the recruitment, retention, and utilization of a highly qualified work force in support of missions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
