DCSA's Program Executive Office (PEO) is seeking Deputy Program Managers to support our IT systems acquisition programs in various functional areas. A cadre of experts, structured by competency, provide specialized support to the PEO mission for the end-to-end generation and delivery of innovative Information System services to DCSA mission owners. Focus areas include: DoD Acquisition, contracting, PPBE, resources, Systems and Software Engineering, Analytics, Data Science, & Ai; Cybersecurity.

As a SUPERVISORY PROGRAM MANAGER you will be responsible for the following duties:

- This position requires Defense Acquisition Workforce Improvement Act (DAWIA) advanced certification in Program Management. If you do not meet this requirement, you must obtain the certification within 4 years after your entry on duty date.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes:
1. Program management - experience in Information Technology (IT) systems managing complex programs, including planning, budgeting, scheduling, and managing resources to meet program objectives to develop and deliver Information Systems.
2. Technical expertise - experience and knowledge of technical disciplines relevant to the position, such as IT systems, systems engineering, software engineering, or information technology.
3. Financial management - planning, programming, budgeting, Execution (PPBE) or similar process, managing budgets, forecasting, and reporting on financial performance.
4. Supervisory - managing and leading personnel; procurement - managing the acquisition of goods and services, including vendor selection, contract negotiation, and contract management.
5. Acquisition policy - experience with implementing acquisition policies and procedures, including the use of the DoD 5000, Adaptive Acquisition Framework (AAF) programs or similar experience.
6. Agile methodologies such as Scrum, Kanban, or Scaled Agile Framework (SAFe), for managing complex projects.
7. Communication skills - excellent verbal and written communication skills, including the ability to present information effectively to a variety of audiences; and leadership skills to lead and motivate teams, manage relationships with stakeholders, and make decisions in a timely and effective manner.
Specifically you will be evaluated on the following competencies:
1. Program Planning, Review and Evaluation: Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence and measurement of program accomplishments and results.
2. Management Analysis: Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization.
3. Stakeholder Management: Applies concepts, practices, and techniques to identify, engage, influence, and monitor relationships with individuals and groups connected to the work effort; including those who are actively involved, exert influence over the process and its results, and have a vested interest in the outcomes (positive or negative).
4. Communication Skills: Ability to effectively communicate in writing and orally to internal and external stakeholders to further the activity.
5. Leadership: Ability to lead an complexity multi-level organization.
