The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of Defense (DoD) under the direction, authority, and control of the Under Secretary of Defense for Intelligence & Security (USD (I&S)). This position is placed in the Office of the Program Executive Officer (PEO) and reports to the PEO. This is a Defense Intelligence Senior Executive Service Tier 1 position.

Duties

The NBIS PM position is a DoD acquisition Key Leadership Position in accordance with DoDI 5000.66. NBIS is a major Department of Defense (DoD) Information Technology (IT) acquisition program of record that is charted to engineer, produce, test, and deliver the federal government's integrated IT system for comprehensive personnel vetting and security. The NBIS program is a software acquisition program following the Scaled Agile Framework (SAFe) that deploys operational system capabilities iteratively. The program is registered in the in the DoD Adaptive Acquisition Framework Software Acquisition Pathway (SWP), and one of the selected DoD programs in the Software and Digital Technology BA-08 pilot initiated in the 2018 NDAA. The program currently has an annual budget of about $300M and an estimated total cost to complete of $900M. NBIS is the federal government's one-stop-shop IT system for end-to-end personnel vetting - from initiation and application to background investigation, adjudication, and continuous vetting. NBIS will be one consolidated system designed to deliver robust data protection, enhance customer experience, and better integrate data across the enterprise. As the NBIS PM, you will be responsible for the following: - Provide acquisition system direction in managing cost, schedule and performance for the planning, procurement, development, implementation, deployment, operation, maintenance, and sustainment of NBIS with an annual budget of over $120 million. - Ensure the integration and organization of all DCSA, DoD and federal government functions required to support an effective program, as well as effective fiscal planning and budget formulation and execution in a fiscally constrained environment. - Develop NBIS policies, procedures and strategies governing the planning and delivery of services throughout the organization, as well as integrate NBIS programs and services. - Develop, design, and manage NBIS systems that meet current and future business requirements and that apply, extend, enhance, and/or optimize existing architecture to include operating systems theory, data structures, systems architecture, software engineering and similar functions, and applies new techniques and theories to IT problems/issues that have previously resisted solution or to emerging IT threats. - Conduct effective communications with senior level stakeholders across DCSA and externally to include DoD, OPM, OMB, other Federal and Industry partners and Congress.

  • This position is designated Special Sensitive, the incumbent must obtain and maintain a Top Secret/SCI Security Clearance.
  • The incumbent may be required to accept a change of official duty station in support of the accomplishment of the DCSA mission.
  • The incumbent may be subject to a one-year trial period in the Defense Intelligence Senior Executive Service, unless required trial period has been served.
  • The incumbent may be subject to a two-year DCIPS trial period, unless required trial period has been served.
  • This position may require occasional Temporary Duty Travel (TDY) and/or local Travel.
  • This position is designated as Mission Essential.

Qualifications

TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. Demonstrated knowledge and experience leading a complex, large-scale, IT acquisition program through the system development life cycle from design through operational support using Agile methodology. 2. Demonstrated knowledge and expertise in leading all aspects of business and/or digital transformation, change management, and stakeholder engagement activities in support of a large-scale IT systems modernization efforts.
