This position is in the Senior Executive Service (SES), a small elite group of top government leaders. SES members possess a diverse portfolio of experiences including strong skills to lead across organizations.
The Director, Global Services position reports to DISA's Deputy Director (DDIR), an SES Tier 3, and has the rank of an SES Tier 2 (2-Star GO/FO equivalent).
Duties
The incumbent serves as a principal information resources management advisor on Global IT to the Director DISA and Agency leadership and performs all duties in accordance with the applicable provisions of the Government Performance and Results Act of 1993 and the Clinger-Cohen Act of 1996. Major responsibilities include:
a. Serve as the Senior IT Executive for the Global Services organization and as the principal DISA advisor on all IT endpoint and customer service matters, as well as other information management (IM) services delivered and managed by Global Services. In this capacity, the incumbent will:
Establish and oversee a comprehensive IT management framework to ensure effective strategic planning and control of the consolidated information enterprise in support of Agency-wide requirements and appropriate integration of supported organizations unique applications;
Advise and consult with the supported customers on Enterprise IT and IM matters and serve as the principal information resources management advisor to senior Agency executives; identify opportunities to replace stovepipe processes for common functions with enterprise processes and improve the operation of cross-functional processes through the effective application of IT solutions;
Implement IT policy and oversee planning of IT architectures, standards, security, and other related processes and procedures responsive to the requirements of the leadership under normal and continuity of operations (COOP) circumstances; collaborate with the supported organizations and their senior managers in the development of the Information Management Plan, IT Strategic Plan, the Cyber Strategic Plan, the Enterprise IT portion of the Annual Information Assurance Report to Congress, as well as other plans and reports as required; and
Provide advice and other assistance to Director, DISA, the DDIR, senior executives and IT professionals to ensure that information resources are acquired, used, and managed in a manner consistent with Federal and DoD policies and guidance.
b. Oversee the development and implementation of a collaborative IT planning and resourcing process for the enterprise that integrates budget, financial and program management decisions.
c. Provide leadership and strategic guidance for all enterprise IT activities that provide operational support to subscribed customers. Establish goals, standards, and overall criteria to assure that the development of strategies and solutions are consistent with customer requirements as well as the objectives of the DoD and OSD information resources management missions; and to assure that goals and standards can be monitored in terms of performance measures.
Requirements

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Background investigation required and must be eligible for a TS/SCI clearance.
- This is a drug testing designated position.
- The incumbent may be required to obtain and maintain Classified Courier orders.
- Financial Disclosure Form OGE 278 is required.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant.
MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements up to 2 pages per technical qualification (maximum 6 pages for all MTQs).
MTQ 1: Experience collaborating with senior executives and presidentially appointed, senate confirmed officials (or industry equivalents) to reengineer information management processes and tools and to improve IT organizational performance and customer satisfaction.
MTQ 2: Experience leading a large, diverse IT workforce through significant change. This includes utilizing multiple sources (contractors, military, and civilians), aligning organizational goals with performance objectives and development initiatives, and building strong teams and succession plans.
MTQ 3: Experience leading the implementation and management of a classified and highly targeted complex information technology enterprise, including network management, enterprise architecture, application development, information security, disaster response/recovery and emerging technologies.
DoD Joint Enterprise-wide Experience: Possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences.
