The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of Defense (DoD) under the direction, authority, and control of the Under Secretary of Defense for Intelligence & Security (USD (I&S)). This position is placed in the Office of the Program Executive Officer (PEO) and reports to the Deputy Director, DCSA. This is a Defense Intelligence Senior Executive Service Tier 2 position. Duty location will be either Fort Meade, MD or Quantico, VA.

Duties

The PEO is responsible for establishing goals, priorities, and measures of effectiveness to ensure strategy, planning and execution of information technology acquisition programs to effectively deliver on requirements governed by the DoD 5000 series acquisition policies and other applicable statues, regulations, and policies. Responsibilities include, but are not limited to: Providing oversight of the DCSA portfolio of DOD acquisition programs, to include overseeing and facilitating the cradle-to-grave execution of the acquisition process involving managing functional and technical requirements, design, engineering, production, testing, deployment, training, product support, operations and maintenance, and decommissioning of systems. Facilitating customer experience for programs across the agency, as well as ensuring the quality and compatibility of deliverables. Facilitating, overseeing, and reporting on the acquisition management, financial management, contract management, technical standardization and compliance, innovation and technology insertion, cybersecurity, for the portfolio of programs. Partnering and collaborating with the Agency CIO in the acquisition, development, deployment, operations, and maintenance of new and select legacy major infrastructure and common shared services required to support the delivery of the acquisition portfolio capabilities. Providing oversight and leadership over the National Background Investigation Information System (NBIS) and other critical agency programs to effectively deliver on requirements in accordance with Agency policies and objectives.

  • Position is a DCIPS Position in the Excepted Service under U.S.C 1601.

  • Overtime: DISES are not eligible for overtime

  • Permanent Change of Station (PCS) May be Authorized
  • Fair Labor Standard Act (FLSA): Exempt
  • Financial Disclosure: OGE-278e, Executive Personnel Financial Disclosure, is required.
  • Telework Eligibility: This position is Telework eligible, but is not a full time telework position. The incumbent will be required to report to the office on a routine basis.
  • This position is designated Special Sensitive, the incumbent must obtain and maintain a Top Secret/SCI Security Clearance.
  • The incumbent may be required to accept a change of official duty station in support of the accomplishment of the DCSA mission.
  • The incumbent may be subject to a one-year trial period in the Defense Intelligence Senior Executive Service, unless required trial period has been served.
  • The incumbent may be subject to a two-year DCIPS trial period, unless required trial period has been served.
  • This position may require occasional Temporary Duty Travel (TDY) and/or local Travel.
  • This position is designated as Mission Essential.
  • The incumbent may be required to obtain and maintain Classified Courier orders.

Qualifications

EXECUTIVE CORE QUALIFICATIONS (ECQs): ECQs are mandatory for all applicants. Applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately. You are required to respond to all five ECQs. If you fail to do so, you will be rated as "ineligible." Each narrative statement should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Please limit your written statements to no more than 2 pages per ECQ not to exceed a total of 10 pages. Applicants who currently hold or previously held permanent SES or equivalent positions (e.g. DISES, SIS, SNIS) are encouraged to submit updated ECQs, but may submit ECQs previously used in the executive hiring process. ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to 2 pages per technical qualification. 1. In-depth knowledge of, and demonstrated expertise in, strategic level acquisition management, resource planning, financial management, and budget execution. 2. Possess broad working experience in the federal acquisition regulation, defense acquisition law and policy, development of strategic acquisition action plans involving information systems and technology. 3. Documented program management skills, a demonstrated ability to integrate and coordinate the chartering and management of programs that implement information technology systems using Agile methodology, and experience providing successful program advocacy. 4. Demonstrated experience leading a large complex organization with multiple missions and functional support requirements, and demonstrated experience leading an organization through difficult transformation.
